Este ensayo ofrece una reconstrucción crítica del concepto de libertad de Norberto Bobbio. Un estudio histórico y analítico de su obra conduce a la identifi - cación de tres usos descriptivos del concepto de libertad: la libertad negativa o liberal, la libertad democrática o autonomía, y la libertad positiva, o de tipo socialista. En la segunda parte se analizan los alcances y las limitaciones de estos tres conceptos de libertad y se subrayan la insufi ciencia de la dicotomía entre libertad (...) negativa y positiva, la incompatibilidad del concepto del concepto de libertad negativa con la libertad reforzada de los derechos fundamentales y con la fundamentación independiente de los derechos sociales. Every modern legal system is made up of two basic kinds of norms: rules and principles. These are applied by means of two different procedures: subsumption and balancing. While rules apply by means of subsumption, balancing is the means of applying principles. Balancing has therefore become an essential methodological criterion for adjudication, especially of constitutional rights. However, balancing is at the heart of many theoretical and practical discussions. One of the most important questions is whether balancing is a rational procedure (...) for applying norms. The aim of this paper is to consider whether this is the case. To achieve this aim, this paper reflects on why the rationality of balancing is in doubt, and to what extent balancing can be rational, and how this can be possible. The weight formula proposed by Robert Alexy is analysed as a model which, in spite of its limits, tries to solve the philosophical and constitutional problems about the rationality of balancing to the greatest extent possible. Cet article prétend expliquer l'invisibilité relative du conflit armé colombien par rapport à d'autres situations de crise internationale. Au lieu de présupposer que le problème repose sur une faible médiatisation des événements rapportés à la Colombie, il se penche sur les tentatives de mise en sens des événements effectuées par les journalistes au moment de leur médiatisation. L'argument central est que l'opacité du « problème colombien » sur la scène internationale est surtout liée à la difficulté de parvenir à élaborer (...) un récit capable de rendre intelligible ce qui se passe en Colombie.This article tries to explain the relative invisibility of the Colombian armed conflict in relation to other international crisis situations. Instead assume that the problem lies in a low media coverage of events reported to the British, it focuses on the attempts of making sense of the events conducted by journalists at media coverage. The central argument is that the opacity of the "Colombian problem" on the international scene is mainly due to the difficulty of reaching to develop a story that can make sense of what is happening in Colombia. Justo antes de la pandemia por COVID-19, la Organización Mundial de la Salud definió unas prioridades de trabajo para la década 2020-2030. Un grupo interdisciplinario de profesionales de la salud reflexiona sobre estas prioridades, determinando unas categorías de análisis y, desde una perspectiva bioética, analiza cada una de ellas, ve su pertinencia, algunos eventos causales, las implicaciones que pueden tener si no son enfrentadas adecuadamente y hace sugerencias sobre la forma de llevarlas a cabo. En esta primera entrega se analiza (...) el primer grupo de prioridades estratégicas: “poblaciones más sanas”. En las conclusiones se destaca la conveniencia de acometer cada una de ellas de una manera colaborativa, gubernamental y privada; de reestructurar el sector salud con base en estas prioridades, aprovechando la experiencia obtenida en la lucha contra el COVID-19. La relación del ser humano con el medio ambiente también debe cambiar, apelando a la responsabilidad humana por el cuidado del planeta. (shrink)

Este artigo examina o papel desempenhado por Schafick Jorge Handal no processo de conversão política do Frente Farabundo Martí para a Libertação Nacional, no período de pós-guerra. Aqui são analisados os principais debates vinculados à redefinição política e ideológica do FMLN, à liderança do partido e à democracia interna. Este processo foi marcado por fortes disputas entre as lideranças das antigas organizações político-militares que compunham a FMLN. Handal foi o principal protagonista dessas lutas, nas quais que ganhou poder e reconhecimento (...) interno. No entanto, ele morreu subitamente em 2006, quando o processo de ‘unificação’ estava avançado, mas não consolidado. Porém, na memória oficial do partido, Handal tornou-se o principal referente identitario do FMLN de pós-guerra, apesar de que seu triunfo traduziu-se na saída de três das cinco organizações que integravam o FMLN. Based on the most recent metanalysis on the efficacy and safety of the human papilloma virus (HPV) vaccine, thevicissitudes in the gynecological, ethical, and bioethical fields are explored. A review of the bibliography on thesubject is made. As one of the justifications for the vaccine is the prevention of endocervical cancer, viable alter-natives for its early detection and treatment are shown and discussed. Some ethical limitations that this vaccinehas shown are analyzed. It is concluded that there is a need to (...) rethink the management of certain diseases withvaccines, achieve greater transparency in the pharmaceutical industry, resizing evidence-based medicine, anddesign educational strategies that promote behaviors that are in accordance with the nature of human sexuality -/- . En los criterios estructurales se distinguen estas temáticas: mito e identidad, relaciones con el otro, imagen y memoria, y la reconstrucción de lo que somos y seremos. Se tuvieron en cuenta franjas temporales de ocho años, desde el momento de su (...) publicación, 1975, hasta el año 2015. Los estudios destacan los problemas de la identidad latinoamericana, la intertextualidad, la multiculturalidad y la conquista; revelan su actualidad en el siglo XXI a través del mestizaje, las tradiciones culturales del Viejo y el Nuevo Mundo, y los otros mundos; y expresan, así, la necesidad de reconstruir un nuevo humanismo. In this note, the problem of tracking random references and rejecting random perturbations in a quadrotor, both generated by an auxiliary system named exosystem, is solved by extending the deterministic tracking problem to the area of stochastic processes. Besides, it is considered that only a part of the state vector of the quadrotor is available through measurements. As a consequence, the state vector of the plant must be estimated in order to close the control loop. On this basis, a controller (...) to track random references and to reject random perturbations is developed by combining a Kalman filter to estimate the references and perturbations of an exosystem and an observer to estimate the states of a quadrotor. Besides, to obtain a more practical controller, the analysis is carried out in discrete time. Numerical simulations are used in a quadrotor to confirm the validity and effectiveness of the proposed control. (shrink)

Cacao cultivation is one of the most important livelihoods for rural households in Colombia, where it is promoted as a substitute for the illegal cultivation of coca. To strengthen Colombian cacao farming, it is important to understand the livelihood strategies associated with cacao cultivation and the impact of these different strategies on the well-being of Colombian rural households. We analyzed the impact of cacao cultivation on the livelihood strategies and well-being of rural households in western Colombia. Research with 92 rural (...) cacao-growing households produced a typology of household livelihood strategies derived from their approach to cacao production. Indicators of each household capital and level of well-being were identified for each type of households. Correlations between the capitals and the capitals of greater importance in shaping the well-being of rural households were analyzed. Three types of rural households were identified: Cacao Farmers, Diversified Farmers with Cacao, and New Cacao Farmers. Cacao farmers have the highest capitals endowments and level of well-being, followed by Diversified Farmers with Cacao, and New Cacao Farmers. The conditions of cacao cultivation in rural households result in differentiated access to resources from capitals; households with better development of the crop have consolidated greater well-being where human capital has been its major driving factor. Success of the cacao crop and its relationship with well-being of rural households depends on the convergence of different capital resources. Thus, institutional efforts to strengthen the cacao sector in Colombia must go beyond investment to establish new hectares and consider aspects such as: Strengthening the skills and knowledge of producers to improve crop management practices, Promoting the participation of household members in associations, Stimulating sensitivity to the rooting and sustainable management of the crop, and Promoting processes of technification and adaptation of the infrastructure of fermenters and dryers, which will make it possible to guarantee an adequate quality of the cacao bean. Este trabajo tiene como objetivo general examinar los elementos que conforman el no-positivismo inclusivo; postura epistemológica y filosófica desarrollada a través de los años por Robert Alexy. Los métodos empleados son el deductivo, analítico y dialéctico; la principal técnica utilizada ha sido la investigación documental. El presente documento, grosso modo, se encuentra dividido en tres apartados. Primero, son explicados los elementos que conforman el no-positivismo inclusivo de Robert Alexy. Segundo, se explican algunas críticas formuladas a los elementos constitutivos del no-positivismo (...) inclusivo con base en las ideas de Riccardo Guastini, Juan Antonio García Amado, Joseph Raz, Eugenio Bulygin, Matthias Klatt, Carlos Bernal Pulido; entre otros autores. Por último, en tanto objetivo particular, se expone una reflexión con el propósito de indicar uno de los múltiples caminos que los estudios jurídico-científicos sobre el no-positivismo inclusivo podrían seguir en el porvenir. La sociedad mediática y “multitasking” (Piscitelli, 2009) demanda al empresario tener en cuenta la relación e impacto de lo que comunica su marca en el entorno. El diseño de estrategias comunicativas on line, y su vinculación a modelos de consultoría (Pfefferman, N., 2011) se convierte en fortalezas en la comunicación de la marca de la organización (Capriotti, P, 2009). En el texto se exponen los resultados de una investigación con pequeñas y medianas empresas (pymes) de Medellín y Bogotá (Colombia), realizada (...) como un estudio cualitativo, que se propone indagar por las capacidades de las organizaciones para la apropiación de las oportunidades que representa la comunicación digital. Finalmente, se plantea una propuesta de consultoría a los empresarios de pymes, desde el enfoque que reconoce a la “Empresa como signo y semiosis”, es decir, lo que no se comunica no genera recordación en el cliente. Resumen: El objetivo de este trabajo es describir la situación actual y las proyecciones de la comparación forense de la voz en Chile, a la luz de los estándares internacionales que se enfocan en la producción de evidencia confiable, que pueda ser utilizada en los tribunales de justicia. Para ello, en principio, se dan a conocer los fundamentos científicos que caracterizan esta rama de las ciencias forenses y, luego, sobre esa base se analiza y comenta la situación de Chile y (...) sus proyecciones, tanto en la práctica como en la investigación forense. Abstract: The objective of this work is to describe the current situation and the projections of forensic voice comparison in Chile, in the light of international standards that focus on the production of reliable evidence that can be used in the courts of justice. To do this, first, the scientific foundations that characterize this branch of forensic sciences are disclosed and, then, on that basis, the situation in Chile and its projections are analyzed and discussed, both in practice and in the forensic research. Much of the boom that the emotions have experienced at the end of the twentieth and beginning of the twenty-first centuries may be due to the informative literature from the 1990s that proclaimed the concept of “emotional intelligence.” New developments in this field cannot ignore this fact, but it is necessary to specify that the terms emotional intelligence and intelligence of emotions are not synonymous.

The space-time expansion has a new perspective on the universe phenomena. In this article, the key features of the Space-Time Expansion Theory are summarized and discussed, with three postulates incorporating different insights into the behavior of space-time expansion, gravity, space-time curvature, and time itself. Gravity is not an attraction; it is a push. Inertia, free fall, the principles of the theory of relativity and some other phenomena support the author’s assertions. The expansion of space-time is universal, occurs everywhere, and produces (...) gravity instead of counteracting it. Being immersed in the same space-time acceleration, we only perceive the disturbance caused by the matter, which is the massive objects push. This paper explores space-time with the Minkowski equation, trying to integrate using the three manuscripts presented to the Open Journal of Philosophy (OJPP) a “new theory of gravity” by introducing the concept of space-time flow. Gravity is a push rather than a pull, an idea presented in the first manuscript. Gravity is the inertia, the shape (frame) of space-time produced by dark energy. The space-time surrounding you provides the force that pushes you upwards, but it doesn’t increase the diameter of (...) the Earth. The sensation of gravity is actually caused by the accelerated flow of space-time against you, which acts as a mirror. The Earth’s expansion is apparent; creates the illusion, but Earth does not expand; rather, the space-time flow emanating from the Earth generates gravity. Einstein’s theory of relativity explains that gravity results from the curvature of space-time caused by the presence of mass and the background dark energy. “Dark energy, introduced from all directions,” which exists throughout the universe in space-time, is responsible for the universe’s accelerated expansion. One way to expand space-time is through the concept of cosmic inflation, which suggests that the universe lives a continuous widening of space-time. Free fall and relativity theory support this claim. Dark energy pushes (pressure) space-time inside the atoms, and the space-time, as in a nozzle, produces an accelerated flow which is gravity. Dark energy floods the whole space and produces positive pressure. It is a non-local/ non-analytical energy, an omnipresent that pervades everything. Dark energy is a space-time property; it was first discovered in 1998. The pressure makes space-time emerge from every point of the Universe and push it expansively. Quantum physics suggests that all the energy in the Universe can form a single universal emergent system, which produces time in the present before us in 4D space-time. This is dark energy. The expansion of space-time is universal and occurs everywhere. When this expansion occurs within atoms, it produces a space-time flux, which is gravity. The general expansion produces it and counteracts it. Pushing space-time outside of Earth (Earth does not expand, just looks like it does) is this space-time flux that makes Earth coordinates move upward, to make it feel like falling into Earth. An omnipresent, non-local/non-analytical energy that pervades everything enters the Universe through all infinitesimal points. Without determining its origin, our approach is to explain our gravity theory based on Einstein’s relativity theory and the behavior of space-time flow. This influx occurs continuously throughout all of space-time, making the universe expand. Our theory presents two kinds of expansion: (PUE) space-time primary universal expansion and the (VME) virtual matter expansion that occurs with the interaction of space-time with the matter. The internal space-time in (...) atoms produces a virtual slight broadening of the matter’s atoms. From our frame of reference, we can only distinguish the perturbation that occurs to the (PUE) primary universal expansion if it encounters matter. This perturbation finally is restored by a Gaussian distribution at the spherical environment. We call it the (STD) Space-time accelerated displacement. It is the inertial-gravity field. Thus, matter expands by the superposition of atoms (molecules). The accelerated expansion increases proportionally to the number of atoms that radially constitute matter. The effect is manifested immensely increased in the surface of the stellar objects. Then the surface of the massive stellar objects pushes and displaces the object’s external surrounding space-time. The acceleration of the (STD) space-time displacement decreases with the radius squared from the center of mass as it is distributed concentrically. The acceleration we feel at the Earth’s surface is permanently fixed, because when space expands, time also proportionally expands. The associated speed (ds/dt) is immersed in the accelerated expansion of space-time; the time base is the same as the acceleration of the PUE (space-time primary universal expansion) (d2s/dt2). Otherwise, in a short time, this acceleration and its associated velocity would reach the speed of light. Our theory introduces a different concept: “repulsion instead of attraction”. The expansion of space-time produces gravity instead of counteracting it. Finally, we explain using this gravity theory: Earth’s oceans, creating tidal bulges on opposite sides of the planet. ¿Qué es leer? ¿Qué es escribir? ¿Qué ocurre cuando se lee o cuando se escribe? ¿Qué tipo de relación se entreteje entre el texto y quien lo lee o escribe? ¿Qué tipo de efectos se derivan de allí? El acento de este tipo de preguntas pretende poner el foco de inquietud en el sujeto que lee y escribe. Con este propósito se emplean las nociones foucaultianas de ética, experiencia y cuidado de sí (epimeleia heaotou) para interrogar desde allí tanto el (...) leer como el escribir. Pensar la lectura y la escritura desde la perspectiva metodológica de la producción de sí, deriva en una ética de la palabra y en el ejercicio de la escritura de sí, las cuales permiten, a su vez, aportar ángulos de interpelación, tanto a las prácticas de enseñanza, como a la formación y la investigación. Com tal propósito, empregam-se noções foucaultianas de ética, experiência e cuidado de si (epiméleia heautoû) para interrogar, a partir daí, leitura e escritura, considerando a perspectiva metodológica da produção de si derivada de uma ética da palavra e de um exercício da escritura de si aos quais, por sua vez, permitem suscitar ângulos de interpelação tanto das práticas de ensino quanto da formação e da pesquisa. To this end, the foucauldian notions of ethics, experience and care of the self (epimeleia heaotou) are used to interrogate reading and writing. Thinking about reading and writing from the methodological perspective of the production of the self, derives in an ethics of the word and in the exercise of the writing of the self, that allow us to contribute angles of interpellation to teaching practices, as well as to the formation and research. La consciencia es un estado unificado de la mente, cualitativo y subjetivo. Una de cuyas formas más especiales es la autoconsciencia, que nos permite darnos cuenta de que nos damos cuenta y reflexionar sobre nuestros propios pensamientos. Esta consciencia dota al ser humano de la capacidad para interpretar el mundo y responder a él. Así, gracias a los qualia, tenemos la capacidad de comportarnos circunstancialmente. Es importante conocer los correlatos y las causas cerebrales que dan origen a la consciencia. Es (...) en la corteza cerebral donde radica la capacidad de ser consciente. Problema de la unidad de percepción: sincronización de neuronas o integración funcional. Sin embargo, el problema de la consciencia no consiste sólo en conocer su naturaleza, sino también en conocer cómo se produce la emergencia de la imaginación subjetiva, respuesta que actualmente no existe y que tampoco aportaría ninguna ventaja práctica a la especie. The present article considers the implications projected by the main characters of Universal History of Infamy by Jorge Luis Borges. The seven protagonists embody a common pattern in their infamous trajectory: they exploit the tools of power by using discourse, according to the proposition by Michel Foucault, despite their being “on the other side of the law”. Although conditioned by specific historical-cultural circumstances, these heroes-antiheroes share the use of evil and the ascent to a seudo-mythical pedestal subsequently to the summit (...) of their infamy. One of the central ideas of the article is that the tension between evil –abjection– and the ascension to the category of myth –sublimation– originates the discharge of the infamy and configures its universal image. Some influential arguments in the metaphysics of consciousness, in particular Chalmers’ Zombie Argument, suppose that all the physical properties of composed physical systems are metaphysically necessitated by their fundamental constituents. In this paper I argue against this thesis in order to debate Chalmers’ argument. By discussing, in non-technical terms, an EPR system I try to show that there are good reasons to hold that some composed physical systems have properties which are nomologically necessitated by their fundamental constituents, i.e., which emerge (...) in the sense of the so-called ‘nomological supervenience’ views.
